Smart Screen Report as Safe - Request cannot be competed

I have been trying to report a legitimate website to Microsoft that is currently being blocked by smartscreen, to indicate that it is safe, however each time I get the same error 'Your request cannot be completed at this time. Please try again later.' Website is a city government website https://www.graysharbor.us . This website is not blocked by Chrome, Brave, or Firefox. Only by Edge SmartScreen with no indication as to why. Checking on VirusTotal indicates no problem https://www.virustotal.com/gui/url/abe3b92542e77a6bdc771b4775734e9a1a3cc89db3c746cd3ff6fbbb8d246f8e?nocache=1 Is there any other way to report a site to microsoft other than the ''support page'' link from the block?
