Mouse back/forward button only works when hovering on top of browser

After some updates, my mouse side buttons could not navigate a page to go back or go forward when the mouse is located within the page. However, when I hover my mouse on top of the browser (including the favorite bar, address bar, and tabs), it works just as normal. I have tried this with different mouse and it all behave the same way. Strangely, this only happens with Edge.

    Hello, I'm Greg, here to help you with this.

    If it only happens in Edge and happens with other mice, then the problem is Edge.
