Edge certificate error for local server

Getting certificate errors when using a browser to navigate to one of our local server's HTTPS interface:

NET::ERR_CERT_COMMON_NAME_INVALID

Windows, iOS, mobile, all throw the same error.

Everything is on-site hardware, it's all on the same LAN, two different subnets but no fancy routing, tunnels, access lists, nada. Same issue when accessing over VPN as well.

We've tried excluding the server IP from all of Edge's security features. We've tried installing the self-signed certificate from the server in nearly every certificate authority directory.

Caches have been cleared, SSL states cleared, proxy and LAN settings configured for automatically detecting settings. Real time anti-virus and firewall functionality disabled.

Running out of ideas, and the internet hasn't proven particularly helpful. Any suggestions of what to try next to get Edge to trust this particular device?

P.S. Yes, I am aware that we can workaround this by clicking advanced and overriding Edge's advice and clicking the link to continue to the site anyways - but not only is this a hassle and time intensive, but it's teaching users bad security habits and completely defeats the purpose of installing a webpage as an app, because clicking the link to proceed to the site opens the page in a regular web browser.
