Troubleshooting website display or functionality issues in Edge on Windows 10

When using web.telegram.org in Microsoft Edge, I have mouse scrolling problems. The dialog window isn't scrolling smoothly, it's always jumping up and down if I want to scroll up or down, respectively. I've already tried to use another mouse, but the problem remains the same. In other browsers (e.g. Firefox or Chrome) my mouse's working absolutely correctly. I also don't know if there is the same issue with other websites.
An interesting detail: if I use a touchpad everything is just fine.

Hi Arthur,
I am Aster, an Independent Advisor, and I am here to help you with your problem.
Try to do the following in Edge:
In Edge, navigate to edge://flags, search the word "scroll", and disable one flag at a time until you find the scroll feature you wish to turn off.
Let me know if it helps, thank you.
Reference:
Hello, Aster,
I've disabled the first flag which is smooth scrolling. It's all right now. Thank you!
I also tried to disable Microsoft Edge scrolling personality as suggested in your link, but it didn't help.
In addition, why is there such a problem?
