Enhanced security mitigation exceptions do not retain the added exceptions. They don't even add multiple exceptions to the list. Once the computer is restarted all domain exceptions are no longer in the list. This occurs on my two windows 11 computers as well as my windows 10 computer.

When you add a site to the exceptions list, you should only enter the domain*.* Your example shows a URL. To exempt microsoft.com, the entry should read [*.]microsoft.com . The [*.] ensures that sub-domains like answers.microsoft.com are covered by the exception. ****
This exceptions list is stored in the profile's Preferences file, which you can view on the page edge://prefs-internals. On that page, search (Ctrl-F) for edge_sdsm. **** The first instance of that on the page should show you the sites that have been added, like this:

This file is updated when you close the browser and should remain intact from session to session.
All three Windows machines are personal devices on personal accounts. I am using Malwarebytes on two of the devices, the one that doesn't have Malwarebytes still has the issue. I use NextDNS to filter DNS requests on my network (all known trackers and social media are blocked), not per device. I do not use a VPN or third-party Firewall. There is no other antivirus software other than Malwarebytes. All Windows updates are installed. Lastpass, Malwarebytes, Mailvelope, Zetero, Print Friendly & PDF are the extensions that are installed and active.
Testing this on my machines is simple, I add an exception, https://microsoft.com, I close the Edge window, I return to Edge, I locate the exception list, the exception, https://microsoft.com is gone. I don't do anything at all in between these actions, no erases of any kind, no other open programs, nothing else is done other than opening and closing Edge.

Sorry for the late response, I wanted to see if the mitigation issues are still occurring with the recent updates?
If they are I have some questions below:
• Are you using a personal or work device/account?
• Do you use any protection software (Malware, Antivirus, Firewall, VPN)?
• Do you have the latest Windows Updates?
• Do you use any addon/extensions?
I am logged into my Microsoft account upon entering my personal computer. I do sync with my other computers that I also log into the same exact way. All three computers (one OS 10 PRO and two OS 11 PRO) all exhibit the same issue. When I exit Edge and return to Edge all mitigation exceptions are gone. The Edge version is 97.0.1072.76 (Official build) (64-bit). And the windows 10 OS version is Edition Windows 10 Pro Version 21H1 Installed on 9/28/2021 OS Build 19043.1466 Experience Windows Feature Experience Pack 120.2212.3920.0.

Are you syncing your Microsoft Edge Data to other devices, and what version/channel of Edge are you using where the exceptions lists are not saving?
