ACS LiveID Claim nameidentifier to B2C

In ACS LiveID as claim http://schemas.xmlsoap.org/ws/2005/05/identity/claims/nameidentifier and the value is a hashed value, My question is, the value in claim is unique by user or is unique by user per ACS namespace? Is possible migrate to B2c and maintain same value?
