Every time I open Edge on my Surface Pro 7, This notice comes up even though the App was closed before previously shutting down. How can I stop it please?

This is really annoying to me. I think it would be better if it had a "do not ask me again" checkbox.
Startup boost is not active on my PC, still I have the annoying "restore pages" pop up
Is startup boost enabled?
This has been happening with me too. I thought I had fixed it by disabling 'continue running background apps when Microsoft Edge is closed'. I turned that off and I stopped getting the restore page message for a bit. Then it came back recently. I close Edge by clicking on the 'X' in the upper right each time before I turn off my computer.
I found this thread and checked Startup boost. Mine was turned off, so that isn't the problem. Any other ideas?
I'm seeing the same as well. W10 x64 Pro Installation. I have 'Fast Start' turned off, otherwise pretty much default settings for the OS. I get this each time I start the PC.
This seemed to start around 3rd March which would be the last but one Edge update back in time. It never happened previously.
