SCCM programs are not installed in task sequence

Hello.
There is an SCCM CB 1810 infrastructure. The task sequence installs the operating system, joins the domain, installs the client, and then installs programs from separate packages. This is if the computers being deployed are in the same domain as SCCM. Working option.
When a task sequence runs without the step of joining a domain (installation on non-domain computers), the system is installed, an unconfigured client is installed, and programs are not installed.
Question:
What to change in the task sequence to get the programs installed?
Is it possible to install programs at all without installing a client or joining a domain?

You need the CM Client connected to your infrastructure and working to install Applications
You do NOT need to be part of the domain
Do you have your Network Access Account setup?
