can I install sql 2019 dev edition on top of 2019 dev evaluation edition? I bought a visualstudio subscription and now I want to use the non-evaluation version, but I've been using the eval version and it works and I don't want to break anything.

Yes you can but the better way is to upgrade the evaluation edition to developer edition, if you do not want to keep eval edition untill it expires. See below, its very easy
