Sharepoint migration

Does anybody know if it is possible to migrate SharePoint online sites after domain migration and mx-cutover? I need to migrate users, mail and Sharepoint sites between two Office 365 tenants. I also need to migrate the source domains to the destination tenant. I was wandering if i need to migrate SharePoint online sites first and then cutover mx records for email.

    Per my understanding, the official recommended tool for cloud-to-cloud migration between SharePoint Online is Mover, please check this official link for more information:
