how to change IME Japanese default input mode in current windows10 version?

my ime jp keyboard default input mode got force to be english characters after a certain windows 10 update recently
looks like this:

and it should be like this everytime I switch to jp input in a new process or windows

I tried to find the solution on google so hard but in vain

but obviously it doesnt work under windows 10

so now everytime I switch to jp input, I have to change the input mode to hiragana by myself EVERY SINGLE TIME,

which is driving me crazy, someone please help.

    Hi,

    I have replicated your issue in my environment. It might be known issue of Microsoft IME in recent Windows update. There is still a known issue when using the Microsoft Japanese Input Method Editor (IME) even in the latest Window update January 12, 2021—KB4598242 (OS Builds 19041.746 and 19042.746)
