Error when signing up for developer account

After I put in my payment method and it tries to load the review page I keep getting this error when trying to sign up for a developer account.

Is there any way to call you all and create this over the phone instead? or is there a fix for this?

    I've used multiple browsers and computers. And it's for the Xbox game development. To have access to the developer app on the Xbox. I have tried multiple days to get this to work and never works.

    Good day Zack, thanks for your question. I am glad to be able to provide assistance to you today. Have you checked and tried it as well on a different browser to see if you will experience the same thing? Also, for which specific developer account are you trying to do the registration? For this, there might be an issue at the backend at the time being that might be causing this and you can also check and test it again later within the day.
