Cant download .Net Framework

Hello, Im trying to download the .Net framework in order to use Insatllmation so i can create an application for my java project i created for a local business. Whenever i try to download the .Net Framework, it says it will make changes to my device i proceed to allow but it wont actually perform the process of downloading, it will only just sit in my downloads folder in my computer. this is extremely frustrating and i really need some assistance. PLEASE HELP ME!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

    If you can change it manually, please perform it or at least check that changes are done or not.
