WebView2 Runtime - compatibility issue?

Running Windows 10, ver22H2, 32 bit OS, X64-based processor. Unable to open Quicken - or reinstall. Message that cannot open page because WebView2 Runtime is not installed. Click OK to download. After I download (Edge WebView2 Runtime) and install, get message that installation failed - WebView2 Runtime is already installed. I have uninstalled and reinstalled and continue to get the same message

Tried to repair Quicken - same message. Called their support and they believe it is Microsoft issue.
