    Hi,
    Did you by any chance to change the default System Font? That may produce what you have.
    You could follow the steps below:
    Open Control Panel and go to Appearance and Personalization.
    Now under Fonts select Change Font Settings.
    In the new window that opens, under Font Settings, click Restore default font settings.

    Also, you could do this by booting from recovery media and copying the Fonts folder from a working computer.

    If you can't fix the font and want to try the repair install, there's a tutorial.
