VS installer interface do not appear

launch the newly downloaded vs_enterprise.exe (or vs_professional.exe or vs_community.exe…)
Allow the first step to install the installer
Once the installer [comes up] and you can see workload choices (.net desktop and the like), close it
Go launch the same InstallCleanup.exe to clean up old build of VS

In a Win 10 platform, the interface did not comes up, and only remains a icon in the task bar. Like this:

I have tried different types of installer (also defferent versions), but the problem remains the same.

Also, I have already installed vs C++ redistributable 14.0 (I can either uninstall it or repair it), but when I try to install a python package which appear to have dependence on it, it shows:

    Do you mean that you can find the Visual Studio Installer icon in the task bar but the Visual Studio Installer interface is not displayed?

    If so, could you find the VS installer process in the task manager? Please reboot your computer to prevent your installer file from being locked by another program.
    Meanwhile, please check for Windows Update and ensure that all recommended Windows updates are completed. Then, temporarily turn off any anti-virus software and running the Visual Studio Installer as administrator.

    By the way, could you tell me how you install a python package when the VS installer interface is disappeared? Do you have multiple monitors running?

    I've already updated windows, all anti-virus software are turned off.

    I downloaded a .iso file for vs community 2015, however, the problem remains same. In task manager, the process information is quite normal. When I right click the process and choose 'go to the detailed information (G)' (I'm not sure it is the exact translation), I saw a process named 'vs_community.exe'. It is normal and not waiting for other process.

    Moreover, the interface is only a black square with about 0.5 cm height and 4 cm width, which can be drag everywhere. I don't think it is caused by the damage of iso file, because I have seen that today (before, occasionally) for vs installer.

    I use pip to install a python package called 'madmom' for audio processing. No matter using cmd or pycharm IDE, it shows the same (error: Microsoft Visual C++ 14.0 or greater is required. )

    Onedrive is slow so I used BaiduPan. The log is here:
