Since u change delete button to small one first time I try to delete file with this button sometimes I open it. even if I wait for button title to appear.

That might be because the Edge main version was updated yesterday with a new release - I think that might have solved it.
Is it the same today?
I found how to reproduce this bug.
If u downloaded something this bar automatically opened. and in this case delete button not working, it open file instead.
UPD: after I try this on dev version (where this works fine), this bug lost in main version too) and I can`t reproduce it again...

More digging on this, can you test the Edge Dev version for a few days/weeks and let me know if there is any improvement on the behaviour?
You can use both Dev and Stable release side by side.

No. This is the one that I have.
In previous patches, it was at full height, so this problem was not there at all.
Idk when this bug happen, because sometimes it works fine and sometimes it don't delete but open file.

I wonder if you are seeing a different UI implementation. Is the Download button smaller than the one I shared the screenshot of?
As a temporary workaround, when a download is selected (if you are using the keyboard, pressing CTRL+J will highlight the first item), press the Tab key twice. This will select the delete button. Then, press the Space key to delete the item.
