When I have a lot of tabs open and try to move one of them up it shoots it all the way up to the top of all the tabs this started happening about 2 or 3 days ago, I've tried resetting Edge, but nothing but that did nothing.

It's not fixed in both latest beta and dev. I just tested both.
You probably just didn't create enough tabs to notice, because that bug doesn't scroll all the way up, but with a scroll offset roughly equal to 1 monitor height, or one tab list page.
I created a bunch of tabs, maybe 3 or 4 monitor heights worth, on both beta and dev, and it was 100% still there.
I'm still seeing this issue in Edge Version 116.0.1938.69 (Official build) (64-bit). Sometimes, when closing a tab using CTRL-W, the the next tab randomly moves up a significant amount in the list of open tabs.
This issue is really really annoying.

Might be a bug with Edge 113 released a few days ago.
Does the issue persist with Edge Insider Beta or Dev?
