Hi Milos Pejakovic
Welcome to the Microsoft Community
Understanding your problem, there is internet but nothing will load or even turn on
Right click on the network icon and select ‘Troubleshooting’ and let Windows run a network diagnostic and try to fix it.
To check the internet connection
Restart the router and computer:
Disconnect the router and wait another 30 seconds to reconnect.
Reboot your computer.
Use another device, such as a mobile phone or tablet, to connect to the same network and see if it works. If the other device can't access the internet either, it may be a problem with the router.
Check your computer's network settings
Try reconnecting to the network:
Disconnect the Wi-Fi and reconnect to see if it returns to normal.
Reset network settings:
Open a command prompt (run as administrator), type the following command and press enter:
netsh winsock reset
netsh int ip reset
ipconfig /release
ipconfig /renew
ipconfig /flushdns
Restart the computer and see if the problem is solved.
Check the IP configuration:
Make sure your computer is getting the correct IP address. Open a command prompt and type ipconfig to see if you have obtained a valid IP address
Uninstall re network driver
Check if the network adapter driver is installed properly:
Right-click ‘This Computer’->‘Management’->‘Device Manager’, find the network adapter and right-click to uninstall the device and tick Remove Driver (before performing this operation, please Download the driver installation package before doing this.)
Restart your computer and install the downloaded driver.
Contact me if you need anything else.
Best wishes
