I understand that you are unable to "Save As..." in Edge.
Initially I recommend that you try the following.
Clear browsing data.
Open Edge and go to "Settings".
Click on "Privacy, search and services".
Under "Clear browsing data", click "Choose what to clear".
In "Time Interval", change to "From start".
Drag the slider to the end and enable all options (Except passwords).
Click "Clean Now".
Close the browser and open it again.
Repair Edge.
Press Windows key + i and go to "Apps".
Select "Microsoft Edge" from the list and click on the three dots on the right.
Click "Modify" and then "Repair".
Then check if the "Save As..." feature now works.
