I found the solution:
Go to edge://flags/ in your search bar. Find Windows Scrolling Personality, then set it to Enabled and restart the Edge browser.
This browser is no longer supported.
Upgrade to Microsoft Edge to take advantage of the latest features, security updates, and technical support.
Just updated my Edge browser, now Smooth Scrolling doesn't work as supposed to. I am using a Logitech MX Master 3S mouse.
I recorded a video of me scrolling my cursor using my Surface Pro X (first device) that didn't update, and my Surface Laptop 3 (second device) that did. I can confirm the new update caused this bug.
Please fix. Thank you.

I understand that yours has issues with smooth scrolling when using Edge.
In the video I see you demonstrating scrolling on two computers with two versions of Edge, smooth scrolling works well on the first computer that has not been updated with Edge, but not on the second computer that has been updated with Edge.
I would recommend that you first check to see if the new version of Edge has smooth scrolling enabled by following these steps:
Type "edge://flags" in the Edge URL bar and visit it, search for "Smooth Scrolling" in the search bar that appears, and check that it is set to Enable.
I noticed that there is also a difference in scrolling between your two computers, this may also be one of the issues affecting your scrolling smoothness, you can check the Windows mouse wheel settings to confirm this:
Win + I to open Windows settings, select "Bluetooth & device", then select "Mouse", select "Additional mouse settings", in the detail page, select "Wheel" at the top, and select the number of scroll rows here.
