When logging in Hotmail account, server reports account at risk and asks for a verification by phone. Input the right phone number but the service cannot work. It is so weird!

I did on my laptop and mobile phone. The error is the same. It is not your fault but the signing problem. If Microsoft can not fix this, I will leave my Microsoft email. The signing has a dead end. If you can, please forward my case to the upper level, my email needs to be fixed is nt******@hotmail.com

Regarding your question, have tried using another computer to access your Microsoft account.
Press WIN+R and type CONTROL- Check if you have any VPN software installed such as Express VPN.
This issue mainly occurs when users are using encrypted network environments such as corporate network environments.
You can test this issue by contacting a family member or a close friend and using a simple computer environment.

Usually this problem is due to the abnormality of the WINDOWS device you are currently logged in, which triggers the automatic protection mechanism of your Microsoft account.
Please check if you have installed any unknown VPN proxy-type software, this kind of IP modification software may cause problems when you log in to your Microsoft account, resulting in your login IP address being in another country.
So it prompts you that the service cannot run.
The safest thing to do is to use your phone's browser.

account.microsoft.com
Try phone verification again.
The login environment on your phone is more pure, and when you have successfully verified your account, your account will be unlocked and you will be able to log in to your Microsoft account as normal.
