I had the exact same problem, but in Firefox.
For me, this behavior was caused by Bing Wallpaper. Try to uninstall it if you have it.

bing.com would open in a new tab in Microsoft Edge with the URL: "https://www.bing.com/?PC=U661". I am wondering why it does that and what the argument at the end means.

I'm experiencing this, but it's worse for me because I'm using Google Chrome as my default and I never even open Edge. Why is my Google Chrome randomly opening a tab to https://www.bing.com/?PC=U661? I have checked the settings for both Chrome and Edge and nowhere is this behaviour configured. I have no extensions installed at the moment, as this is a new PC.
The older Internet Explorer made the internet unbearable and now the new Edge is making Windows completely unbearable.
It's such a shame Microsoft had to do this because Bing Wallpaper has beautiful wallpapers.

"https://www.bing.com/?PC=U661" is a redirect. It is a URL that redirects you to the Bing homepage when you open a new tab in Microsoft Edge. It is part of the default settings of Microsoft Edge.
Web redirection, also known as URL redirection or URL forwarding, is a technique used to point a web page or a website visitor from one URL (Uniform Resource Locator) to another. When a user tries to access a specific URL, the server redirects them to a different URL, and the browser displays the content of the new URL instead of the original one.
As end users, we always expect the content of search engines to be presented in a relatively short and clear form.
However, the technical architecture of the product is complex, and the final presentation effect may be affected by various factors, including but not limited to the microservice status behind the search engine, upstream network parameter configuration, regional network status, and interference from third-party programs.
Many extensions installed in your browser have the potential to invoke Bing-related microservices.
The reasons for invoking microservices may also be different.
I'd probably go with AdBlock as the first option to consider.
Modern products may carry some configuration parameters used to promote the product, but this is only my guess based on personal experience, you don't have to take it as a guide.
Of course, other extensions may also create interfering factors. Some extensions work by modifying URLs.
All in all, this can be briefly summarized as a phenomenon triggered by certain combinations.
Whether it is defined as a problem depends on whether you think it affects you significantly.
It is worth performing an analysis on each extension if you are willing to explore possible correlating factors.

this is ****. i do my accounts online. this bing interruption is unacceptable to my work flow, it happens randomly going through my accounts, like typing in important data. NO EXTENTIONS INSTALLED.
WILL NOT USE EDGE in future, it is clearly doing this within, posing security questions...
