I am part of the management team for a legitimate website that was incorrectly marked as dangerous due to phishing.
We've submitted reports numerous times via the SmartScreen web-based feedback system – clicking through from the dangerous warning page in Edge and filling out all the details, including listing all additional URLs on the site which are also blocked.
This has resulted in a small portion of the pages on the site successfully being unblocked, but the problem is that the block seems to be at the domain level – any new page published on the site is automatically blocked even though it has nothing wrong with it, and the "Additional URLs" lists provided have not been recognized, only the main URL the report is submitted from each time.

This is an urgent issue that we've been trying to get in contact with Microsoft to resolve for some time but haven't had success. What can we do here?

In your description, some URLs within the domain you manage are blocked, but they appear to be false positives for Windows Defender SmartScreen.
I note that you have tried to file multiple reports in the SmartScreen feedback system, and I appreciate the inconvenience and frustration that some sites are still blocking content at this time.
In addition to filling out the information on the “Danger Warning” page, we can usually try to submit a Windows Defender False Alarm via the following link.

Have you tried submitting your issue at this link?
Since our community is not on the same team as Edge's security checkers, we don't have any other way to help you contact them.
For some of the other Windows Defender false positives, we can also just direct users to the link above.
Also, you mentioned a specific blocked page.
We tried to access it and found that it seems to be accessible at the moment.
And some of the links in this page can be accessed successfully.
So is there still a problem with this link at the moment?
