What does this error message mean "A problem was encountered a problem processing custom tools manifest file (C:\Windows\system32\MSCFGTLC.XML)" and what can I do about it?

For about a week now I've been getting a lot of "freeze up" and am trying to eliminate the conflicting processes that cause my Vista Home Premium 32-bit w/ SP1 system to "lock up" on me.

I've tried but can't do an effective Restore because none of my store points go back far enough to solve the issue(s).

So I'm trying a "clean boot" as described in the article http:// support.microsoft.com/kb/331796.

My system has settled down significantly since turning off about half of the non-Microsoft services configured to be run at startup.

But each time I run msconfig.exe I get this error message--  "A problem was encountered while processing custom tools manifest file (C:\Windows\system32\MSCFGTLC.XML".

It isn't stopping me from fiddling with the startup configuration but I don't think I should be getting this error. Any ideas about what this is and what to do about it?

Hello ch4rlie1949,

Run The System File Checker tool:

To determine whether the issue that you are experiencing is caused by one or more system files that are used by Windows Vista, run the System File Checker tool. The System File Checker tool scans system files and replaces incorrect versions of the system files by using the correct Microsoft versions.

To run the System File Checker tool, follow these steps:

  1. Click Start and then type cmd in the Start Search box.
  2. Right-click cmd in the Programs list, and then click Run as administrator. If you are prompted for an administrator password or confirmation, type your password or click Continue
  3. At the command prompt, the following line, and then press ENTER: sfc /scannow (yes there is a space after sfc)

This scan may take a while to complete. When the scan is complete, test to see whether the issue that you are experiencing is resolved. Hope this helps you. Let us know either way. Make it a great day!

Hello, The C. [MCSE] Privacy and Disclosure,

Thank you!!! Your suggestion is exactly what was required to restabilize my Notebook. Having turned off all of the non-Microsoft "noise" resultant of my overly active start-up configuration (except for my antivirus and firewall progams), I let the system "fix itself"  by running System File Checker. Voila! Fixed. Smooth running! So quiet I don't even know if it's on until I move the mouse!

I also cleared the Log file produced by sfc /scannow and then reran SFC just to be sure everything was right. Clean as a whistle!

    Thanks, again!
