Windows Explorer.EXE Error Message for missing Root Certificate when computer is turned on

After attempting to download some Microsoft updates.... on bootup my computer will display the following windows explorer.exe error message....

C:\windows\sys32\vsinit.dll  -- You are missing a necessary root certificate.

As a result of this error message I have noticed that I can not copy or move any existing document files to any drive.  If I attempt to open a backup quicken file the computer program will shut down and I have  to restart the computer.  I have tried to download other Microsoft updates however they fail to install based upon the above error message.  I do not have the xp software disc, was loaded on the computer when purchased through HP, and I never created any backup XP software disks.

Any suggestions on how to resolve the missing root certificate error message to fix this problem.  Appreciate the assistance and thanks for any suggestions to resolve this issue.
