I had the same problem. If you look on the browser toolbar (I'm using IE 7), next to the home icon is a white hand. It turns the "panning" hand on and off. I must have inadvertently clicked it, turning the hand on. Once I unclicked it, the vertical line and/or regular mouse pointer returned. I hope this works for you too.

By chance, do you have another mouse you can try. It sounds like your mouse is going bad.
You can go to your mouse manufacturers website and get a new set of drivers, install that and see if it will correct the issue.
