I have read the posts on this and I have followed the steps suggested. When I try to boot in safe mode with the command prompt, I get the same error message that KSECDD.sys is missing or corrupt. I have even tried using the command prompt that I am able
to get to through the install disk for Window Vista Ultimate 64 disk. Short of reinstalling the OS, what can I do to remedy this?
Since the Startup Repair did not resolve the issue, let’s try some other things. The first option we would like you to try is the System File Checker tool. This may locate some faulty system files and replace them with the correct ones. To do this lets
run it from Safe mode with command prompt; follow the steps listed below:
1.
Restart your computer.
2.
Hold down F8 to get to the Advanced Startup Options.
3.
Once the list from Advanced Startup Options appears select to start in “Safe mode with command prompt”.
4.
At the command prompt type “sfc /scannow” and then press
Enter.
After the scan is complete see if the issue was resolved. If the System File Checker tool was unable to repair a file, refer to the link below for further instructions:

Alright Pablofingers, we look forward to hearing back from you on your results. If these steps do not resolve the issue, don’t worry, we will be more than happy to further assist you. If you
have any further questions please don’t hesitate to ask.

I tried the above and was not able to run the SFC /scannow command because I can not get to the command prompt. When I try it through the install disk, i get a windows system resources error.
Thanks,
