Cannot save Binary Files

Every time I try downloading a program it says that the program is a binary file. I click save and 5 minutes later a message pops up saying cannot save to this location. It gives me no option to change where I save it to. What do I do?

Do you have some sort of Internet security suite that is intercepting

    your downloads?
