3. Were these options there earlier?
If you are using Windows7 home basic, then itis by design because Windows 7 Home Basic does not support Themes. Please see the following article for the explanation.

Method 1:
If windows gadget platform is disabled from turn windows features on or off, then you won’t have an option for gadgets when you right click on the desktop.
I would suggest you to follow these steps and check if ti helps:
- Click the Start button, click Control Panel, click Programs, and then click Turn Windows features on or off. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
- Check if Windows gadget platform has a check mark.
- If not, check Windows gadget platform, restart the computer.
- Right click on the desktop and check if the gadgets option appears.

**Method 2:**Try creating a new user account and check if the same issue occurs.
