    Are these the instructions?

    1. Open Folder Options in Control Panel.
      • Click Start , and then click Control Panel .
      • Double-click Folder Options .
    2. On the File Types tab, click the file type you want to change, and then click Advanced .
    3. If necessary, modify the file type description, and click Change Icon to change the file type icon.
    4. Under Actions , click the command you want to modify, and then clickEdit ,Remove , or Set Default . ClickNew to add a new command to theActions list.

The window should have a title of Folder Options . The File Types tab should have a menu namedRegistered file types and buttons (from top to bottom) labeledNew , Delete , Change , Advanced ,OK , Cancel , and Apply .  Is that what you see?
