Have you confirmed that the program is compatible with your version of Vista and the hardware in your computer? http://www.microsoft.com/windows/compatibility/windows-vista/.
You might want to try to uninstall the program, download a clean copy (in case the original was corrupted), and re-install the new download and then see if the program works. If that doesn't help, try right clicking on the executable and cick run as Administrator and see if that makes any difference.
