- Please open Internet Explorer and visit http://safety.live.com
- Please click the "Full Service Scan" button and follow the instructions on screen to scan for viruses on the computer.
After the above steps, please restart the computer and test our issue again.
If problem still persist, Try these steps
This issue can also occur if the background services affected the Windows Update process. Try to install the updates in Clean Boot environment to check the result:

This method will help us determine if this issue is caused by a loading program or service.
Please perform the following steps:
- Click the "Start" Button, type "msconfig" in the search bar and press Enter.
Note: Please click the Continue if the "User Account Control" window pops up.
- Click the "Services" tab, check the "Hide All Microsoft Services" box and click "Disable All" (if it is not gray).
- Click the "Startup" tab, click "Disable All" and click "OK".
Then, restart the computer.
- Test if we can update the system in Clean Boot.
You can Check on Normal Startup in the General tab to roll back to Normal Mode after if this issue is resolved.
