windows 7 USB DRIVE This device cannot start. (Code 10)

I have a new laptop with window 7.When ever i put in a thumb drive or a usb storage device it starts to run it and installs the hardware and everything but then i cant find it and when i do i install it manually and everything including check it for updates and still cant start it. and when i look at the problem it tells me (This device cannot start. (Code 10))

Are the other USB devices working fine?

Does this device work fine on other computers?

The Code 10 error pertains mainly to hardware and device driver issues or to compatibility issues between hardware drivers and additional software that is installed in Windows. Therefore, we recommend that you troubleshoot these issues by focusing on device drivers, on device configuration issues, and on hardware compatibility issues. You might need to update the chipset drivers and the USB controller

You may also try deleting the USB "Upper Filter" & "Lower Filter" Entry

Before we go any further, please first backup the Registry.

Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs.

1. Click “Start”, type “REGEDIT” (without quotation marks) in the “Search” bar and press Enter.

Note: If UAC (User Account Control) pops up, please accept it.

  1. Right click “Computer” (the root node) in the left pane, click “Export” under the “File” menu, choose “All” under “Export range”, and select “Desktop” in the “Save” in box and type backup in “File Name”. Click “Save”.

Note: The backup file is on the Desktop and named backup.reg. We can simply restore the registry by double-clicking the backup.reg file.

  1. Click “Start”, type “REGEDIT” (without quotation marks) in the “Search” bar and press Enter again.
  2. Locate the “UpperFilters” value under the following key in the registry:

  1. On the “Edit” menu, click “Delete”, and then click “OK”.
  2. Locate the “LowerFilters” value under the same key in the registry:

  1. On the “Edit” menu, click “Delete”, and then click “OK”.
  2. Quit Registry Editor and restart the computer.

    My computer said that there was an error when I tried to delete this registry value. I do believe that I am an admin. There's only one user profile. 

    I was doing a boot time scan and then a breaker popped and my computer crashed, it did a system restore, that said it failed, but here I am working on the same computer, but my device manager says that my tunneling device (Toredo, I believe) will not start.

    Any other ideas?

    I'm having this problem too.  I have a new device, "Venus T5c" which uses a JMicron JB393 chip and has a eSATA interface as well as a USBv3 interface.  I have no problem with the inbox Windows device driver installing when I attach this device to my HP Laptop (8540w) using either interface. But when I attach it to my workstation (ASUS motherboard, Intel i7 CPU with 24GB of RAM) I get the error in Device Manager that the Device can not start (code 10).

    I have tried the workaround mentioned in this thread (I found and deleted the UpperFilters key and re-attached my USBv3 device with the same result.  I didn't have a LowerFilters key.

    My HP laptop and my Workstation are both running Server 2008 R2 SP1
