    Hi mawtt,

    When you get the following error message, did you try uninstalling and re-installing the device from the device manager to see if that works.

    Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. To fix this problem you should uninstall and then reinstall the hardware device. (Code 19)

    If you’ve not done it, uninstall the driver from Device Manager and scan for new hardware to install the driver again.

    You may be prompted to provide the path of the driver. Windows may have the driver built-in, or may still have the driver files installed from the last time that you set up the device. However, sometimes, it will open the New Hardware Wizard which may ask for the driver. If you are asked for the driver and you do not have it, you can try to download the latest driver from the hardware vendor’s Web site.

    a.    Click on Start; in the start search type devmgmt.msc and hit Enter.

    b.    Expand the device (CD/DVD drive). Right click on it and click on uninstall.

    c.    Once you’ve uninstalled it, close the device manager and restart the computer.

    d.    Open Device Manager again, click Action, and then click Scan for hardware changes.

    Now check if you’re still getting the error code 19. If yes, then try to delete the upper and lower filters for your CD/DVD drive by using the fix it tool from the link below and check if it works fine.
