I don't think this is true because I can hear the differencs in volume on my desktop WMP, Zune, and previous iRiver Mp3 player when different bit rates are played.
Volume Leveling Doesn't Work
I've tried numerous time to get the volume leveling to work, but it has not effect (WMP12/W7U). I go to Now Playing/Enhancements/Crossfading & Volume Leveling/Turn On.
Any ideas as to what the problem is?

It doesn't look like the Zune supports automatic volume leveling, see this thread for more info and a workaround: http://forums.zune.net/505700/ShowPost.aspx

2010-09-10T23:08:43+00:00 It wasn't checked but did so. This only affects the playback through my system though and I'm looking for something to actually equalize the file. Where this is most troublesome is when I listen to music on my Zune. When I collect music files from different sources, they are often at different bit rates. I usually get 196 but some are 320 and there is a big difference in volume and this is what I'm trying to fix. I thought I'd heard somewhere that this could be done if the files were burned then re-ripped with the volume leveling on but it didn't work when I tried it. Most of my files are Mp3 but some are WMA. Thanks

- Were you able to set the volume leveling on this computer earlier?
You may verify if the option of enable audio enhancement is select in the playback and enable it and later try to audjust the volume leveling in Media player to verify it it works.
To enable audio enhancement in Playback, follow the steps below:
a. Right click on speaker icon in the system tray.
b. Click on Playback devices.
c. In the playback tab select the default speaker and click on Properties.
d. Click on advanced tab.
e. Make sure the option ‘enable audio enhancement’ is selected.
f. Select the option and click on apply and Ok.
Restart Window Media player and check if you can audjust the sound leveling.
