File Version and product version columns in File Explorer different between XP and Vista/7/Server 2008

In File Exploere in Windows Vista/7/Server 2008, there are 2 columns which we use that indicate the version number of a .NET dll. In XP, the File Version and Product version give us 2 different values.

In Windows 2008 Server (and by extension I am assuming Vista/7), the File Vesrion and Product version columns both show the File version value that is shown in XP.

Does anyone know whether this is a bug, by design? We have gotten used to seeing the Product version (which for us shows the build date) when we browse to the file, as this indicates instantly when the file was built.

I have looked at the columns that are available to shown and the only 2 that seem relevant are the File Version and Product version columns (right click on the title bar and select columns)
