"Windows Installer not correctly installed."

I was updating my iTunes to the new 10.0, but then the window closed and there was message that said:

"The Windows Installer service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance."

I tried uninstalling iTunes in order to reinstall it, but the same message popped up again. Then, I tried installing a Windows Installer program (4.5 redistributable) but then another message popped up telling me that the program was not applicable to my computer. What do I do?

Unregister Windows Installer, and then reregister Windows Installer. To do this, follow these steps:

  1. On the "Start" menu, click "Run:.
  2. In the "Open" box, type "msiexec /unreg", and then press ENTER.
  3. On the "Start" menu, click "Run".
  4. In the "Open" box, type "msiexec /regserver", and then press ENTER.

Then install iTunes again

    When I tried this  I received an error message saying that windows could not find msiexec/unreg. I retyped several times to make sure there were no errors.

    Hi I got the same problem I did unregister and register again but nothing has changed. 

    I can't open nothing like skype or any online apllication because I need adobe flash but I can't install adobe flash because Windows Installer wouldn't let me. And circle closes. 

    Plus I have windows 7...

    and there is some window opens and says that I have problem with kernel32.dll . Have no idea what that is...

    I am running WXP. I encountered this problem about two months ago.  Making only the first four steps just corrected the problem without hassles. Thku.
