Code 19 reported for mouse devices both touchpad and usb

No mice will work on my system. In the device manager I see the error Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. To fix this problem you should uninstall and then reinstall the hardware device. (Code 19)"

for both the usb mouse and the dell touchpad. I have tried system repair , restore with last known good config and nothing works. I have uninstalled the driver and reinstalled, used software to detect registry problems but none reported. Is it possible to edit the registry entry for the mouse and where would it be located. The mouse works if the system is booted up using the CD or when using repair from F8 at boot time but not in safe mode. I am trying to avoid having to rebuild the system just because of the mouse. Currently I am navigating using the keyboard to copy files off.

Hi donf,

This can occur when more than one service is defined for a device, if there is a failure opening the service sub key, or if the driver name cannot be obtained from the service sub key.

The UpperFilter and LowerFilter keys are the invalid registry entries and deleting them should not affect the functionality of other devices. Please do not delete the .bak files and we strongly recommend you to backup the registry before you take any action on them.

Step 1: Run the hardware diagnostic tool and try to install the mouse

a. Visit http://support.microsoft.com/gp/hardware_device_problems

b. Click "Run now" button and run the tool successfully.

c. Restart the computer.

d. Install the mouse and check the result.

    Bumping for epic justice, I am in the same position donf is I did as you said resolved the code 19 but the problem still presists, I've reinstalled the drivers, done a restore point, used a registry backup i made months ago all to no avail, I absolutely will not wipe my system, thanks in advance.

    Hi Syed,

    I made the changes to the registry having made a backup copy of the registry as suggested.

    The error messages went away from the device manager and it stated that the devices were working properly however the mouse would still not move. In the end I rebuilt the system which put a copy of the old system in a folder called windows.old allowing me to get access to my files and I just had to reinstall any software . The mouse worked fine throught the reinstall and afterwards . This was very frustrating considering the system was indicating that the device was working having made the changes to the upperfilters . Thanks for your advice in this matter. On the bright side I now know how to navigate through windows vista without the use of a mouse using the run command, tab key and windows key to launch all the various modules such as devmgmt.msc etc.... :-)

    I did a system restore to an available point before when I thought the problem occurred.

    However when I rebooted the problem did not go away.

    I then tried to do a further restore to an earlier point but there was none available.

    I have deleted the devices from the system ( device manager ) and installed the driver again from system ( CD )

    I see a lot about this issue in the forums for DVD/CDs and they recommend editing the registry and deleting the upper and

    lower filters for the CD/DVD.

    I am wondering if the same will work for the mouse/mouses.

    They look in HKey_Local_Machine\System\CurrentControlSet\Control\Class and then find the entry ( most involve the DVD ) and delete the upper and lower ( maybe only one exists ) from this place and reboot. The system will regenerate a new Upper and Lower filter.

    I am wondering if this will work or if anyone has tried.

    If it is caused by the registry, this option might work.  Do you know when this problem began?  Try a System Restore to a point in timeBEFORE the problem began.  Here's the procedure: http://www.howtogeek.com/howto/windows-vista/using-windows-vista-system-restore/.  Be sure to check the box to show more than 5 days of restore points.  If the first attempt fails, then try an earlier point or two.  NOTE: You will have to re-install any software and updates you installed between now and the restore point, but you can use Windows Update for the updates.  Use the recovery disk if the system prompt doesn’t work. The recovery disk works a bit different from the above procedures but if you follow the prompts from the System Restore menu option with the above information you should be able to restore with no problems.
