Try creating a new user account and trying to install from there.....
"The resource loader cache doesn't have loaded MUI entry"
Whenever I try to install a new program or run a .exe file, I get an error window that displays the message "The resource loader cache doesn't have loaded MUI entry". As I need this computer for school and need to add a few programs to be able to work on my assignments, I really need to get to the bottom of this. I have spent much time perusing Google as well as Microsoft Answers with no luck. Whenever I try one of the fixes suggested, I will get part way through the process when I have to access some program or another and guess what. I get the very same error. I have even tried to backup my information on a hard drive but the drive needs to be formatted. When I right click on My Computer and select manage, I get the very same error yet again. This has been very frusterating to me and any help would be much appreciated.

I just installed Vista X64 SP2 - Professional, and the first thing I do is to right-click on My Computer and select 'Manage', resulting in the reported error. How can this be? And how can it be fixed? I never had such an experience before after installing a clean os...

2009-09-30T06:20:39+00:00 Thanks for the reply, but the problem persists. After downloading the Windows cleanup utility I tried to install, but got an error screen. This screen reads something like this:

When I tried to install it a second time, I got the error screen reading:
The resource loader cache doesn't have loaded MUI entry.
When I tried the to perform an sfc scan, I also ran into problems. When trying to open cmd as an administrator, I got the typical Vista window asking me if I was the one that initiated the program. When I click "Continue" I get the error screen:
The resource loader cache doesn't have loaded MUI entry.
Any more suggestions would be great.

Try the following in order to resolve the above issue:
When you are working on your computer and installing a new program, the installation suddenly fails. Now you are left with a partly installed program. You try to install the program again, but you are unsuccessful. Or, maybe you have problems trying to remove an old program because the installation files are corrupted.
In such a scenario you may want to perform the Windows cleanup utility.

In case windows utility does not work, perform sfc(System File Checker) scan on your computer which fixes corrupt system files.
It describes how to use the System File Checker tool to scan and replace system files in scenarios where you are troubleshooting an issue in Windows Vista. It also discusses how to use the System Restore tool to restore the operating system configuration to an earlier point in time
