You can go to File | Send Later and then the message will be put in the outbox but not sent immediately. Rather during the next synch it will send, I think (I never use that feature). Or you can go to File | Work offline (which functionally disconnects from the Internet) and then you can send it later by going online. But there is no way to dictate to send the message at a certain time (unless you have a Scheduled task set and other conditions).
You could use a Scheduled task to run a program (e.g. a game) and then that would remind you maybe.
