Libraries folder opening at startup / userinit.exe problem

Hello. I have windows 7 64bit and on every boot the libraries folder is opening.

I found out that c:\windows\system32\userinit.exe is causing it. I have scanned that file on www.virustotal.com and none of 41 virus scanners have found anything. I also verified registry entries for that file and everything seems ok.

Is it ok to disable userinit.exe from executing at startup and will it affect my operating system in any way?

What are alternative ways of disabling libraries folder from opening upon executing that file?

Initially I would suggest you to use the windows safety virus online scan and check if you find the computer clean –

Also, Userinit.exe is an important file and should not be modified in any ways. The issue might be due to a corrupt user account or change in the settings of normal booting procedure through user account. Create a new user account with a different name than what you are currently using.

    I am getting this error (Windows 7 x86 SP1) and creating a new user account does not fix the problem.  It does not occur when I start the computer in Safe Mode.  Is there anything else I can do or will I have to reinstall Windows?
