I'm looking for exactly the same thing. I'm sure it must be in the registry somewhere. I've been searching 20+ forums but no result. Only answers for the shortcut workaround and warnings to stay out of the registry instead of a real solution. If I find a solution I'll post it.
Changing default folder for Windows Explorer: Windows Key + E, REGISTRY SETTING
I have Vista SP1 and have read greater than 50 forum questions on the net regarding changing the default folder in Windows Explorer; however, all responses recommend changing the target on Accessories/Explorer (which works like a charm).
However, my issue is not resolved by this advice, as I always open Windows Explorer with the Windows Key + E method. Using this method, the shortcut used [apparently] is not the same as the Accessories shortcut.
So, my question is how do I set the default folder for the Windows Key + E method. I am sure that this is in the registry somewhere, but I know not where.

I just want to know where [in Vista] the default folder is set for the Windows Key + E action.
Any help is greatly appreciated.

2009-08-10T21:01:45+00:00 Leave the registry as it is, it's not worth messing up your computer. By all means try something that I hope is not posted here, but do so at your own peril. Registry is not for touching by anyone short of the best.
