We would need a lot more information to be able to help you. One brief sentence is not nearly enough information to troubleshoot a computer problem. You are leaving us to guess and assume, both of which make for terrible troubleshooting techniques.
That being said, since you mention popups, we can only assume you are talking about extra windows popping up on your screen when you are on the Internet. If that is what you are referring to, there are any number of pop up blockers available to help minimize that issue. A lot depends on which Internet browser you are using. Since you did not say, I can only give you instructions for Internet Explorer and if you are using a different browser you will have to visit the web site for that software to see if they include a pop up blocker.
If you are using Interner Explorer, go to Tools, Pop up blocker, Turn pop up blocker on.
There are also many pop up blocker programs online that you can download, but I highly recommend that you don't download anything unless it is from a very trusted source as a lot of programs that say they are helpful are actually malware.
If you still need assistance, please post back with the type of computer you have, what version of Vista you are running, what Internet browser you are using, and when this problem occurs.
