Encountered an error while parsing.

Hello, I recently did a clean install of Win7 Pro x64 and encountered an error when starting the Local Security Policy from the Administrative Tools.  The error reads as follows:

Encountered an error while parsing.

Illegal xml character

File C:\Windows\Policy Definitions\inetres.admx line 23946, column 19

Other than being able to confirm the file is in the directory where it says it is and seeing it has a date of 06/10/2009, I have no idea where to go from there.  I searched the internet for this specific error and file to no avail.  Any help is much appreciated.

Hi Mark63,

Welcome to Microsoft answers.

I suggest that you check if your computer meets the system requirements for installing Windows 7.

If you want to run Windows 7 on your PC, here's what it takes:

·         1 gigahertz (GHz) or faster 32-bit (x86) or 64-bit (x64) processor

·         1 gigabyte (GB) RAM (32-bit) or 2 GB RAM (64-bit)

·         16 GB available hard disk space (32-bit) or 20 GB (64-bit)

·         DirectX 9 graphics device with WDDM 1.0 or higher driver

I suggest that you perform System File Checker [SFC] scan on the computer, the scan replaces the corrupted system files with the original version of Windows files on the computer, follow the steps below to perform scan on the computer:

1.      Click Start, and then type cmd in the Start Search box.

2.      Right-click cmd in the Programs list, and then click Run as administrator.

If you are prompted for an administrator password or confirmation, type your password or click Continue

3.      At the command prompt, the following line, and then press ENTER: sfc /scannow

When the scan is complete, test to see whether the issue that you are experiencing is resolved.

 I suggest that you try launching the administrative templates from safe mode and check if you are able to open, ; safe mode starts Windows with a limited set of files and drivers. Startup programs do not run in safe mode, and only the basic drivers needed to start Windows are installed, follow the steps to boot the computer in safe mode:

i. Restart the computer.

ii. Start tapping F8 key.

iii. You will get advanced boot option window.

iv. Select the option “Safe mode”.
