Always state your full Windows version (e.g., WinXP SP3; WinXP 64-bit SP2; Vista SP1; Vista 64-bit SP2; Win7; Win7 64-bit) when posting in a forum or newsgroup. Please do so in your next reply.

What anti-virus application or security suite is installed and is your subscription current? What anti-spyware applications (other than Defender)? What third-party firewall (if any)?

Has a(another) Norton or McAfee application ever been installed on the computer (e.g., a free-trial version that came preinstalled when you bought it)?

Did you recently have occasion to reinstall Windows?

Courtesy of MVP MowGreen:

You can rename DataStore.edb to DataStore.edb.old to see if that

resolves the issue:

  1. Go to Start | Run | type or copy/paste net stop wuauserv | OK

If the BITS service has started you must stop it, too.

Start | Run | type or copy/paste net stop bits | OK

  1. In Windows Explorer, navigate to and right-click on...

            C:\WINDOWS\SoftwareDistribution\DataStore*DataStore.edb <=this file*

and Rename it to DataStore.edb.OLD.

To view DataStore.edb, you'll first need to show hidden files, folders, and system files first:

  1. Restart the system and see if updates install now.

    I have Vista on my desktop. I just did a factory reset. I get the error message Code C80003FB : Windows update not... updating.

    I have tried looking for the file DataStore.edb  I can't locate that on my desktop.

    I am trying to find out how I can fix this so I can download updates to this desktop. Even before I did the factor reset, it kept telling me that windows updates was running and it wasn't.

    What else can I do to fix this error.
