Hi Spc Richardson,
a. What’s the complete runtime error message you receive?
A runtime error is a software or hardware problem that prevents a program from working correctly. Runtime errors might cause you to lose information in the file you're working on, cause errors in the file (corrupt the file) so you can't work with it, or prevent you from using a feature. Unlike stop errors, runtime errors don't typically cause Windows or a program to stop working.
Refer the following article for further info:

If the “runtime error” message you receive is associated with Internet Explorer, I’d recommend you to access the link below and follow the steps to fix the same:
Fix Runtime Errors in Internet Explorer

If the above steps do not help in fixing the issue, let's put the computer in a clean boot state and then troubleshoot the issue.
Putting your system in clean boot state helps in identifying if any third party applications or startup items are causing the issue. If yes, you may have to contact the program manufacturer for any updates or uninstall and re-install the program.
Follow the steps listed below to put your computer in clean boot state:
Refer the following Microsoft KB article for more information on how to troubleshoot a problem by performing a clean boot in Windows Vista or in Windows 7:
How to troubleshoot a problem by performing a clean boot in Windows Vista or in Windows 7
http://support.microsoft.com/kb/929135
**Note:**After troubleshooting, make sure to put the computer to start as usual as mentioned in Step 7 in the above KB article.
Hope this information helps.
