SQL Server Management Studio Express gets error 29508

I recently upgraded to Windows 7 and am attempting to load the SQL Server Management Studio Express and have encountered an error code  29508. This code is not defined anywhere on the site concerning the loading of SQL 2005 Express. I am at a loss as to how to resolve the issue.

    Sorry, but the question states the install on windows 7 - not on SBS2008!

    When checking the registry, I only found a 100 key, and no 90 key...

    I had used SQL on mainframes in the early 80's .... I do not fully understand the procedure on PC...

    I have win 7 and I have to connect to a server via internet in order to maintain some small database.

    Do I have to load SQL on the local machine first, before installing sqlserver2005ssmee_x64 ?
