Can't get command prompt msg command to work.

I'm running  Windows 7 Ultimate and the other pc's on my home network are Vista Home Premium.  Going  to the command prompt if I type  in c:\msg myusername this is a message, the message pops up on my machine.

If I type  in c:\msg otherpcusername this is a message*,* I get the error: otherpcusername does not exist or is disconnected.

Do I need a machine acting as a server to accomplish this or are there settings to change.

The otherpcusername exists only on the remote machine, not on my machine.
