Found New Hardware Wizard

Whenever I try to install a new USB device, the software loads fine, I get the message that new hardware has been recognised, but then the Found New Hardware Wizard says it can't install the hardware because it can't find the software.  What's going on?  And how can I fix it?  I have XP Pro.
